STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Five
AN ACT relative to registration of shampoo assistants by the board of barbering, cosmetology and esthetics.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Definition; Shampoo Assistant. Amend RSA 313-A:1 by inserting after paragraph XIII the following new paragraph:
XIII-a. “Shampoo assistant” means any person registered with the board as an assistant who performs any of the following functions:
(a) Shampooing.
(b) Rinsing and pulling rods.
(c) Rinsing treated or untreated hair.
(d) Other cleaning or sink-related functions as determined by the board.
2 New Paragraph; Rulemaking; Shampoo Assistants. Amend RSA 313-A:8 by inserting after paragraph XIII:
XIII-a. The application, qualification, and fees for registration of shampoo assistants.
3 New Section; Qualifications; Shampoo Assistants. Amend RSA 313-A by inserting after section 13 the following new section:
313-A:13-a Qualifications; Shampoo Assistants. In order to be registered as a shampoo assistant by the board, a person shall:
I. Be at least 16 years of age or have successfully completed the eighth grade or equivalent.
II. Work under the direct supervision of a licensed barber or cosmetologist.
III. Pay a fee as established by the board.
4 Effective Date. This act shall take effect 60 days after its passage.

HB 239 FISCAL NOTE
AN ACT relative to registration of shampoo assistants by the board of barbering, cosmetology and esthetics.
FISCAL IMPACT:
The Board of Barbering, Cosmetology, and Esthetics has determined this bill, as amended by the House (House Amendment #2005-0126h), will increase state general fund expenditures by $1,951 in FY 2006, $2,146 in FY 2007, $2,361 in FY 2008, and $2,595 in FY 2009. The Board has determined this bill will increase state general fund revenue by $2,439 in FY 2006, $2,683 in FY 2007, $2,951 in FY 2008, and $3,244 in FY 2009. There will be no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Board states this bill will require the Board to issue shampoo assistant apprentice licenses. The Board estimates 100 new apprentices will register in the first year, with an increase of 10% each year thereafter. The Board estimates revenue from fees will equal 125% of expenditures. The Board calculated to following expenditures related to each shampoo assistant license:
Licensing Clerk (LG 11): $12.20 per hour + $5.37 hourly benefits (44%) = $17.57
Postage: $0.37 x 2 = $0.74
Envelopes: $0.10 x 2 = $0.20
Photocopying: $0.25 x 4 = $1.00
Total cost to the Board per applicant: $19.51
