STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT establishing a commission to study the feasibility of establishing a statewide non-emergency 311 telephone system.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Commission Established. There is established a commission to study the feasibility of establishing a statewide non-emergency 311 telephone system.

2 Membership and Compensation.

I. The members of the commission shall be as follows:

(a) Two members of the house of representatives, appointed by the speaker of the house of representatives.

(b) Two members of the senate, appointed by the president of the senate.

(c) The commissioner of the department of safety, or designee.

(d) The commissioner of the department of health and human services, or designee.

(e) One public utilities commissioner, appointed by the governor and council.

(f) The director of the division of emergency services, communications, and management, or designee.

(g) One member appointed by the New Hampshire Telephone Association.

(h) One member appointed by Verizon.

(i) One member of the New Hampshire Association of Chiefs of Police, appointed by such association.

(j) One member of the New Hampshire Sheriffs Association, appointed by such association.

(k) One member of the New Hampshire Association of Fire Chiefs, appointed by such association.

(l) One member of the Federation of Fire Mutual Aid Associations, appointed by such association.

(m) One member of the New Hampshire Police Association, appointed by such association.

(n) One member of the New Hampshire Professional Firefighters Association, appointed by such association.

(o) One representative of the New Hampshire Municipal Association, appointed by such association.

(p) One public member, appointed by the governor and council.

II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

3 Duties. The commission shall study the feasibility of establishing a statewide non-emergency 311 telephone system. The primary purpose of the non-emergency 311 telephone system is to provide citizens a convenient and efficient means to access law enforcement agencies and other public service agencies for help with problems which do not constitute emergencies.

4 Chairperson; Quorum. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section.

5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2005.

6 Effective Date. This act shall take effect upon its passage.
