STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT establishing a commission to study the accessible housing needs and available financial assistance resources for individuals with disabilities.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Commission Established. There is established a commission to study the accessible housing needs and available financial assistance resources for individuals with disabilities.

2 Membership and Compensation.

I. The members of the commission shall be as follows:

(a) Three members of the house of representatives, appointed by the speaker of the house of representatives.

(b) Three members of the senate, appointed by the president of the senate.

(c) The governor, or designee.

(d) The executive director of the governor’s commission on disability, or designee.

(e) The chairperson of the New Hampshire commission for human rights, or designee.

(f) One member appointed by New Hampshire Legal Assistance.

(g) The executive director of the developmental disabilities council, or designee.

(h) The executive director of the Home Builders and Remodelers Association of New Hampshire, or designee.

(i) The director of Granite State Independent Living, or designee.

(j) A representative of the American Association of Retired Persons, appointed by the New Hampshire chapter.

(k) The chair of the state committee on aging, or designee.

(l) The director of the New Hampshire housing finance authority, or designee.

(m) A representative of the National Multiple Sclerosis Society-Central New England Chapter, appointed by such chapter.

(n) The commissioner of the department of health and human service, or designee.

(o) A representative of the New Hampshire Coalition to End Homelessness, appointed by such coalition.

II. The commission shall solicit information from the special adapted housing agent at the Veterans Administration Regional Loan Center.

III. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

3 Duties. The commissioner shall study the accessible housing needs and available financial assistance resources for individuals with disabilities. Specifically, the commission shall ascertain the needs, available resources, eligibility requirement, and unmet needs of such persons and shall identify the barriers to meeting such needs and make necessary recommendations.

4 Chairperson; Quorum. The members of the study commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Ten members of the commission shall constitute a quorum.

5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2005.

6 Effective Date. This act shall take effect upon its passage.
