STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT relative to the demolition of a certain building to provide access for a public boat ramp for Winnisquam Lake and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Removal of Building. The department of environmental services shall demolish a sludge digester building at its Laconia compound for the purpose of providing unencumbered access to the Winnipesaukee River and Winnisquam Lake as part of a fish and game department access project.

2 Appropriation. The sum of $350,000 is hereby appropriated to the department of environmental services for the fiscal year ending June 30, 2006 for the purpose of design, development of plans and specifications, assessment of hazardous materials and the cost of their removal and disposal, demolition of a sludge digester building in Laconia, and the removal of demolition debris. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2005.

HB 565-FN-A - FISCAL NOTE

AN ACT relative to the demolition of a certain building to provide access for a public boat ramp for Winnisquam Lake and making an appropriation therefor.

FISCAL IMPACT:

      The Department of Environmental Services states this bill will increase state expenditures by $350,000 in FY 2006. There will be no fiscal impact on state, county, and local revenue or county and local expenditures.

      This bill appropriates $350,000 in FY 2006 in general funds to the Department of Environmental Services for the purposes of this act.

METHODOLOGY:

    The Department states this legislation appropriates $350,000 for the design, development of plans and specifications, assessment of hazardous waste materials and the cost of their removal and disposal, demolition of a sludge digester building in Laconia, and the removal of demolition debris. The June 2001 “Master Plan of Improvements for the Laconia Campground” prepared for the Department of Environmental Services Winnipesaukee River Basin Program by Camp Dresser & McKee (CDM), estimated demolition costs alone to be $198,000. This involved partial demolition with the 2.5 foot thick base (concrete) slab to remain in place and backfilled to grade. The following details for this estimate were outlined:

      • A demolition crew (foreman, laborers, equipment operators, and drivers for haul equipment) at $2,000 per day.

      • Equipment costs (hydraulic crane, front end loader, dump trucks, wrecking ball) at $2,800 per day.

      • Estimate of 30 working days to complete demolition at $4,800 per day for labor and equipment, or $144,000.

      • Estimate of $15,000 for compacted backfill to fill building area.

      • Total cost $159,000

      • Estimate of 15% for contractor overhead and profit, and 10% for contingency, bringing the total to $198,000.

    As noted above, the cost basis for the demolition of the sludge digester was for 2001. The above estimate did not include any allowance for a hazardous waste audit of potential materials in the digester, nor hazardous waste disposal. In addition, the estimate did not include the cost for disposal of traditional (non-hazardous) construction debris off-site. Lastly, the cost estimates need to be updated for inflation. Based upon this, the following estimates were made:

      • Initial estimate for digester demolition $198,000.

      • Annual inflation factor for each of last 4 years (source: www.inflationdata.com) was 2.5%, or $219,000.

      • Estimate for hazardous waste audit of digester building from CDM is $2,800.

      • Estimate for hazardous waste disposal (removal and disposal of asbestos, etc.) is $25,000.

      • Estimate for cost of construction debris disposal is $68 per ton, plus transportation costs at $5 per ton, is 1,000 tons x $73 per ton = $73,000.

      • Total cost $319,800

      • Estimate of 10% for other contingencies, bringing total cost to approximately $350,000.
