STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Six

AN ACT relative to providing copies of the house and senate calendars to public libraries.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Publications; Legislative Calendars; Distribution. Amend RSA 20 by inserting after section 4 the following new section:

20:4-a House and Senate Calendars. The clerks of the senate and house of representatives shall:

I. Cause to be printed in pamphlet form the house and senate calendars; and

II. Cause copies of each to be distributed to each member of the general court as provided in house and senate rules; and

III. Cause sufficient copies of each, as determined by the state librarian, to be delivered to the state library for distribution, upon request, to public libraries in the state.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 1242-FN - FISCAL NOTE

AN ACT relative to providing copies of the house and senate calendars to public libraries.

FISCAL IMPACT:

      The Department of Cultural Resources and Legislative Accounting Office state this bill will increase state expenditures by an indeterminable amount in FY 2006 and each year thereafter. This bill will have no fiscal impact on state, county, and local revenue or county and local expenditures.

METHODOLOGY:

    The Department of Cultural Resources indicates the State Library operates a van service to 165 of the 234 public libraries throughout the state. Calendars would be distributed to those 165 libraries on a weekly basis at no additional cost, if they request them. The calendars would be mailed to the remaining 69 libraries that request them, which could increase state expenditures by up to $5,589 per year.

    The Legislative Accounting Office states that based on 2005 calendar figures, additional House Calendars would cost approximately $4,564 per year, and additional Senate Calendars would cost approximately $5,847 per year, resulting in a total increase in state expenditures of $10,411 per year.
