STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Six

AN ACT establishing a commission to study community relations between the town of Plymouth and Plymouth state university.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; Commission to Study Community Relations Between the Town of Plymouth and Plymouth State University. Amend RSA 187-A by inserting after section 187-A:29 the following new subdivision:

Commission to Study Community Relations

Between the Town of Plymouth and Plymouth State University

187-A:29-a Commission to Study Community Relations Between the Town of Plymouth and Plymouth State University. There is established a commission to study community relations between the town of Plymouth and Plymouth state university.

187-A:29-b Membership. The commission shall be appointed as follows: 4 members of the house of representatives including the 2 representatives from Grafton District 7, by the speaker of the house of representatives; 2 members of the senate including the senator from district 2, by the senate president; 2 members of the town of Plymouth board of selectmen and the Plymouth town administrator, by the chairman of the board of selectmen; 3 members of the university system of New Hampshire board of trustees, one of whom shall be the chairperson, by the chairperson of the board of trustees; the president of Plymouth state university; the Plymouth state university dean of student affairs; a Plymouth state university student, by the president of Plymouth state university; 3 residents of the town of Plymouth with no personal or professional affiliation with Plymouth state university, nominated by the Plymouth board of selectmen and appointed by the governor; the Plymouth chief of police, or designee; the Plymouth fire chief, or designee; a member from the New Hampshire Municipal Association, by the executive director of the association; and a member of the public with expertise in land use and zoning issues, by the governor. The commission shall elect a chairperson from among the members.

187-A:29-c Meetings. Meetings of the commission shall be held not less than 4 times a year. The chairperson may call meetings more frequently.

187-A:29-d Duties. The commission shall study the equity of any financial agreements between Plymouth state university and the town of Plymouth, zoning issues including the placement of student housing and student encroachment into neighborhoods, parking issues, and any other issues the commission members deem relevant by majority vote of the commission.

187-A:29-e Report and Recommendations. The commission shall submit a report recommending local solutions and legislative remedies to the general court by January 15 of each year. Copies of the report shall be submitted to the governor and council, the senate finance and education committees, the house of representatives finance and education committees, the Plymouth board of selectmen, the board of trustees of the university system of New Hampshire, and to any other individual or organization as the commission deems advisable.

2 Effective Date. This act shall take effect 60 days after its passage.
