STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Six

AN ACT relative to prorating the initial registration fee for off highway recreational vehicles.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Paragraph; Off Highway Recreational Vehicles; Registration; Prorated Fee. Amend RSA 215-A:23 by inserting after paragraph I the following new paragraph:

I-a. A 2-wheeled trail bike or OHRV which is initially registered under paragraph I and which has not previously been issued a plate or decal under this chapter, shall have the initial registration fee for the first year prorated for the number of full or partial months preceding July 1. The amounts from the registration fee designated for appropriation in paragraph I shall be correspondingly prorated.

2 Effective Date. This act shall take effect July 1, 2006.

HB 1423-FN - FISCAL NOTE

AN ACT relative to prorating the initial registration fee for off highway recreational vehicles.

FISCAL IMPACT:

      The Fish and Game Department states this bill will have an indeterminable fiscal impact on state fish and game fund revenue in FY 2007 and each year thereafter. There is no fiscal impact on state, county and local expenditures or county and local revenues.

METHODOLOGY:

    The Department states this bill requires the Department to prorate the registration fee for the initial registration of an off-highway recreational vehicle for the period prior to July 1. The Department does not have the registration information in sufficient detail to determine the fiscal impact of this bill. In prior years, the Department did not track whether registration revenue was from a new license or a renewal.
