STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Six

AN ACT temporarily reducing the road toll.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Temporary Reduction of Road Toll. Notwithstanding the provisions of RSA 260:32, the road toll shall be reduced from $.18 per gallon to $.09 per gallon for the time period from April 1, 2006 to December 31, 2006. This temporary reduction shall not affect the bonding requirements for distributors under RSA 260:37.

2 Effective Date. This act shall take effect upon its passage.

HB 1473-FN-A - FISCAL NOTE

AN ACT temporarily reducing the road toll.

FISCAL IMPACT:

      The Departments of Safety and Transportation indicate this bill will decrease state highway revenue by $19,350,000 in FY 2006 and $38,700,000 in FY 2007, and decrease state highway expenditures and local revenues by $2,322,000 in FY 2007 and $4,644,000 in FY 2008. There is no fiscal impact on county and local expenditures or county revenue.

METHODOLOGY:

    The Departments of Safety and Transportation state that this bill reduces the road toll rate from $.18 to $.09 per gallon for the period April 1, 2006 through December 31, 2006. The Departments assume that each $.01 of road toll equates to $8.6 million per year. Using this assumption, state highway revenue is projected to decrease by $19,350,000 in FY 2006 during the period 04/01/06 to 06/30/06 and by $38,700,000 in FY 2007 during the period 07/01/06 to 12/31/06. Also, this state highway revenue decrease will result in decreases to the 12% local government apportionment that the Department of Transportation distributes based on the preceding fiscal year revenues, in accordance with RSA 235:23. The projected state highway revenue decreases stated above will result in decreases in state expenditures and local revenues of $2,322,000 in FY 2007 and $4,644,000 in FY 2008.
