AN ACT relative to a certain toll plaza in Merrimack.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Turnpike System; Authority Granted to Commissioner of Transportation Changed. Amend RSA 237:2, IV(c) to read as follows:

(c) Reconstruction of exit 11[, formerly exit 8,] in Merrimack to remove the current toll plaza [providing] and toll collection equipment on the southbound on and northbound off ramps.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 1619-FN - FISCAL NOTE

AN ACT relative to a certain toll plaza in Merrimack.

FISCAL IMPACT:

      The Department of Transportation indicates this bill will decrease state restricted turnpike fund revenue by $2,162,300 in FY 2007, $2,206,100 in FY 2008, $2,246,800 in FY 2009 and $2,282,749 in FY 2010. The Department further indicates this bill will increase state restricted turnpike fund expenditures by $4,622,802 in FY 2007 and decrease them by $730,200 in FY 2008, $750,800 in FY 2009 and $772,000 in FY 2010. There will be no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

    The Department of Transportation (DOT) states this bill amends the authority of the DOT Commissioner to reconstruct exit 11 in Merrimack on the Everett Turnpike and to eliminate the ramp toll collection facilities. State restricted turnpike revenues will decrease by the amounts in the table below. These estimates were developed by Wilbur Smith Associates and consider both the elimination of the toll booths at exit 11 and the toll revenue losses at other plazas affected by diversion to the toll-free exit 11. While the Wilbur Smith report is dated August 11, 2000, DOT believes the estimates are still valid. State restricted expenditures will increase in FY 2007, but decrease in FY 2008 and each year thereafter. The table below shows the one-time toll plaza removal costs and reconstruction/realignment in the first year. The table also shows the annual toll collection cost decreases.
