STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Six
AN ACT requiring school boards to disclose financial costs of contracts to the voters.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; School Boards; Disclosure of Financial Costs. Amend RSA 189 by inserting after section 28-a the following new section:
189:28-b Disclosure of Financial Costs. Prior to executing any contract for goods or services, a school board shall disclose to the legislative body of the school district the anticipated cost to the school district of such contract. A school board shall make such disclosure in a manner deemed appropriate for the circumstances.
2 Effective Date. This act shall take effect 60 days after its passage.

AN ACT requiring school boards to disclose financial costs of contracts to the voters.
FISCAL IMPACT:
The Department of Education states this bill may have an indeterminable fiscal impact on local expenditures in FY 2006 and each year thereafter. There will be no fiscal impact on state, county, and local revenue or state and county expenditures.
METHODOLOGY:
The Department states this bill may have an indeterminable fiscal impact at the local level due to the cost of publishing information. The fiscal impact cannot be accurately calculated since there is no way to determine the number of contracts that will require notification in the future or the manner in which individual school districts will choose to provide notification. Costs should be limited to the cost of printing materials, posting of notices in various news media, and postage.
