STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Six

AN ACT relative to state reimbursement of public safety expenditures made by the town of Plymouth on behalf of Plymouth state university.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Reimbursement of Expenses; Town of Plymouth. Amend RSA 187-A by inserting after section 2-b the following new section:

187-A:2-c Reimbursement; Safety Expenses.

I. The state of New Hampshire shall reimburse the town of Plymouth for actual expenses related to public safety support of Plymouth state university, calculated annually pursuant to the formula in paragraph II.

II. To determine the reimbursement in paragraph I, the annual expenditures for safety and the protection of life in the town of Plymouth shall be divided by the number of the total population in the town to achieve a per capita quotient. That result shall be multiplied by the number of students who reside on the campus of Plymouth state university, the product of which shall be the amount to be reimbursed to the town of Plymouth. The governor is authorized to draw a warrant for said sum out of money in the treasury not otherwise appropriated.

2 Effective Date. This act shall take effect July 1, 2006.

HB 1678-FN-A - FISCAL NOTE

AN ACT relative to state reimbursement of public safety expenditures made by the town of Plymouth on behalf of Plymouth state university.

FISCAL IMPACT:

      The University System of New Hampshire states this bill will increase state expenditures and local revenue by $586,963 in FY 2007 and by an indeterminable amount in FY 2008 and each year thereafter. There will be no fiscal impact on state and county revenue or county and local expenditures.

METHODOLOGY:

    The University System of New Hampshire states this bill would require the State to reimburse the Town of Plymouth for public safety related expenses made by the Town on behalf of Plymouth State University (PSU) students living on campus. The bill language states the annual cost “for safety and the protection of life in the town of Plymouth shall be divided by the number of the total population in the town to achieve a per capita quotient.” In 2004, actual cost figures for the Town were $837,876 for police and dispatch, and $738,881 for fire including capital budget, for a total cost of $1,576,757. Assuming an incremental increase of 8% from 2004 to 2006, the System estimates a total cost of $1,702,898 for Town public safety related expenses in 2006. Using a total Town population of 6,141, the cost per capita is $277. The System states there are approximately 2,119 PSU students living on campus, which would result in a State reimbursement to the Town of Plymouth equal to $586,963 ($277 per capita cost x 2,119 students) in FY 2007. The state reimbursement would increase annually thereafter by an indeterminable amount.
