STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Six

AN ACT requiring certain persons to have Transportation Security Administration training and certification to provide airport security support in emergency situations.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; State Police; Transportation Security Administration Training and Certification. Amend RSA 106-B by inserting after section 6 the following new section:

106-B:6-a Security Administration Training and Certification. The adjutant general and the commissioner shall ensure that at least 100 persons who are national guard members or state, county, or local law enforcement officers are trained and certified by the Transportation Security Administration to provide airport security support in emergency situations.

2 New Section; National Guard; Transportation Security Administration Training and Certification. Amend RSA 110-B by inserting after section 16 the following new section:

110-B:16-a Security Administration Training and Certification. The adjutant general and the commissioner of the department of safety shall ensure that at least 100 persons who are national guard members or state, county, or local law enforcement officers are trained and certified by the Transportation Security Administration to provide airport security support in emergency situations.

3 Effective Date. This act shall take effect 60 days after its passage.

HB 1706-FN - FISCAL NOTE

AN ACT requiring certain persons to have Transportation Security Administration training and certification to provide airport security support in emergency situations.

FISCAL IMPACT:

      The Department of Safety and Adjutant General’s Department state this bill will increase state, county, and local expenditures by an indeterminable amount in FY 2006 and each year thereafter. There would be no fiscal impact on state, county, and local revenue.

METHODOLOGY:

    The Department of Safety states this bill would require certain persons to have Transportation Security Administration (TSA) training and certification to provide airport security support in emergency situations. This bill would require the Adjutant General and Commissioner of Safety to ensure that at least 100 National Guard members, or state, county, and local law enforcement officers are trained and certified by the TSA. The Department cannot estimate the fiscal impact at this time since it does not know the breakdown of personnel among governments, the cost of training each person, or what government or governments would absorb the cost.

    The Adjutant General’s Department states without knowing the specifics of the duties required, the Transportation Security Administration (TSA) was unable to provide specifics for a training program or certification requirements. The Department is unable to determine the exact fiscal impact at this time.
