STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT establishing a full-time financial exploitation coordinator in the department of justice.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Statement of Purpose. The general court recognizes that there is a need to coordinate local and statewide efforts to combat financial exploitation, to assure that victims of financial exploitation receive prompt and appropriate assistance, to improve and expand services to such victims, and to provide law enforcement and other agencies with state of the art training and technical support. Therefore, the general court hereby establishes the position of financial exploitation coordinator in the department of justice who shall devote all of his or her time to such efforts.

2 New Section; Financial Exploitation Coordinator. Amend RSA 21-M by inserting after section 3 the following new section:

21-M:3-a Financial Exploitation Coordinator Position Established. There is hereby established the full-time position of financial exploitation coordinator in the department of justice who shall coordinate local and statewide efforts to combat financial exploitation, assure that victims of financial exploitation receive prompt and appropriate assistance, improve and expand services to such victims, and provide law enforcement and other agencies with state of the art training and technical support. The position created in this act shall carry an annual salary as set forth in RSA 94:1-a, I(b).

3 Salary of Financial Exploitation Coordinator. Amend RSA 94:1-a, I(b) by inserting in grade BB the following:

4 Effective Date. This act shall take effect July 1, 2005.

HB 598-FN - FISCAL NOTE

AN ACT establishing a full-time financial exploitation coordinator in the department of justice.

FISCAL IMPACT:

      The Department of Justice determined this bill will increase state general fund expenditures by $59,505 in FY 2006, $63,889 in FY 2007, $67,887 in FY 2008 and by $71,886 in FY 2009. There will be no fiscal impact on state, county and local revenue or county and local expenditures.

METHODOLOGY:

    The Department stated this bill creates a new position within the Consumer Protection and Antitrust Bureau. This bill would establish a full-time financial exploitation coordinator position as an unclassified position at salary grade BB. The Department assumed annual increments beginning in FY 2007 and each year thereafter. The Department calculated the increase in state expenditures as follows:
