STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Six

A RESOLUTION relative to the right to pursue a livelihood in natural resources industries.

Whereas, the general court finds that the coastal waters of this state are an important natural resource, and that fishing of marine species is critical to the economic way of life in the state; and

Whereas, the effective planning, assessment, and management in the conservation of the resources of New Hampshire waters are important for the protection of the aquatic environment and the enhancement of recreational and commercial fishing; and

Whereas, the general court further finds that persons engaged in fishing in this state have long demonstrated conservation ethics by seeking and supporting fishery management plans, participating in voluntary research programs and educational outreach, and practicing ethical fishing; and

Whereas, the development of Amendment 13 to the northeast multispecies fishery management plan by the New England Fishery Management Council was intended to bring the fisheries management plan into compliance with the Magnuson-Stevens Act, and to rebuild the groundfish stocks in New England; and

Whereas, the general court finds that Amendment 13 permits a wide range of fishery management measures, and that an approach which minimizes negative effects on fishing communities is the best and most effective means to ensure that fishermen and fishing communities can function viably in the future; and

Whereas, the fishing industry has long advocated for an end to population rebuilding deadlines, believing that such deadlines lead to unnecessarily stringent economic regulations that hurt fishermen and other individuals who earn a livelihood in the natural resources industries; now, therefore, be it

Resolved by the House of Representatives, the Senate concurring:

That the New Hampshire congressional delegation pursue all measures of ensuring the rights of individuals to pursue a livelihood in the fishing and other natural resource industries consistent with the provisions of Amendment 13; and

That the house clerk forward copies of this resolution to all members of the New Hampshire congressional delegation.
