AN ACT relative to subsidizing malpractice premiums for certain specialties.

ANALYSIS

This bill requires the commissioner of the department of health and human services to establish a grant program for the purpose of subsidizing medical malpractice premiums for certain specialties for communities which are underserved by such specialties. This bill grants rulemaking authority to the commissioner of the department of health and human services for the purposes of the bill.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Six

AN ACT relative to subsidizing malpractice premiums for certain specialties.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Paragraph; Duties of Commissioner; Grant Program to Subsidize Certain Medical Specialties. Amend RSA 126-A:5 by inserting after paragraph XIII the following new paragraph:

XIV. The commissioner shall establish by rule, pursuant to RSA 541-A, a grant program for the purposes of subsidizing the medical malpractice insurance premiums for certain medical specialties to encourage such medical specialties to practice in areas which are underserved by such specialties. Notwithstanding any other provision of law to the contrary, beginning with the biennium beginning July 1, 2007, the commissioner shall designate in its operating budget requests moneys for the grant program.

2 Effective Date. This act shall take effect July 1, 2006.
