ANALYSIS

This bill permits students in good standing at any high school in this state, including students participating in a home education program at the high school level pursuant to RSA 193-A, to be eligible to enroll in a course at any regional community-technical college campus at 1/2 of the existing tuition rate.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Six

AN ACT relative to a tuition reduction for certain students taking courses at a regional community-technical college.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Regional Community-Technical Colleges; Reduced Tuition for Certain Students. Amend RSA 188-F by inserting after section 16-a the following new section:

188-F:16-b Reduced Tuition for Certain Students. A student in good standing at any high school in this state, including students participating in a home education program at the high school level pursuant to RSA 193-A, shall be eligible to enroll in a course at any regional community-technical college campus at 1/2 of the existing tuition rate. Enrollment in such a course shall be on a space-available basis and shall be subject to satisfaction of all course prerequisites, as determined by the regional community-technical college.

2 Effective Date. This act shall take effect 60 days after its passage.

SB 362-FN - FISCAL NOTE

AN ACT relative to a tuition reduction for certain students taking courses at a regional community-technical college.

FISCAL IMPACT:

The New Hampshire Community Technical College System states this bill will increase state revenue and increase state expenditures by an indeterminable amount in FY 2007 and each year thereafter. This bill will have no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

The System states they are unable to estimate the number of high school students, public and private, who will enroll at half price tuition on a space available basis pursuant to this bill. The System estimates there are approximately 30,000 public students in grades eleven and twelve. Current tuition is $164 per credit, of which eligible students would pay $82 per credit. Enrollment is granted on a space available basis but an increase in students will increase costs associated with such functions as admissions, the bursar’s office and maintenance. The extent to which the half price tuition will offset these costs is unknown.
