STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seven

AN ACT establishing a commission to study and make recommendations on the expansion of the New Hampshire Agricultural Innovation Program.

Be it Enacted by the Senate and House of Representatives in General Court convened:

162:1 Commission Established. There is established a commission to study and make recommendations on the expansion of the New Hampshire Agricultural Innovation Program.

162:2 Membership and Compensation.

I. The members of the commission shall be as follows:

(a) Two members of the house of representatives, appointed by the speaker of the house of representatives.

(b) One member of the senate, appointed by the president of the senate.

(c) The commissioner of the department of agriculture, markets, and food, or designee.

(d) The dean of the university of New Hampshire cooperative extension, or designee.

(e) The executive director of the New Hampshire Farm Bureau Federation, or designee.

(f) Two members representing land protection organizations, appointed by the governor.

(g) Three members representing production agriculture, appointed by the governor.

(h) Two members representing agricultural support businesses, appointed by the governor.

II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

162:3 Duties. The commission shall study and make detailed recommendations concerning:

I. The restructuring of the New Hampshire Agricultural Innovation Program based on Massachusetts and Maine farm viability programs.

II. The administration of an expanded farm viability program in New Hampshire.

III. The opportunities to coordinate with existing farm viability programs in neighboring states.

IV. The feasibility of forming public/private partnerships for administration and financial and technical support.

V. Strategies to procure alternative funding sources to support an expanded farm viability program.

162:4 Chairperson; Quorum. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Seven members of the commission shall constitute a quorum.

162:5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2008.

162:6 Effective Date. This act shall take effect upon its passage.
