STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seven

AN ACT relative to vanity number plates for licensed amateur radio operators.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Vanity Number Plates; Amateur Radio Operators. Amend RSA 261:89 to read as follows:

261:89 Vanity Number Plates. The director is hereby authorized to design and to issue, under such rules as [he] the director shall deem appropriate, vanity number plates to be used on motor vehicles in lieu of other number plates. Such number plates shall be of such design and shall bear such letters or letters and numbers as the director shall prescribe, but there shall be no duplication of identification. If the applicant holds a valid Federal Communications Commission (FCC) amateur radio operator license, the applicant may request his or her call letters as the number plate identification with one of the characters on the plate being a lightning bolt representing the applicant’s amateur radio operator status. [Such] Vanity number plates or a changeable designation of the effective period thereof, as the director shall determine, shall be issued only upon application therefor and upon payment of a special fee of $25, said special fee to be in addition to the regular motor vehicle registration fee and any other number plate manufacturing fee otherwise required by law for the particular vehicle. All special fees collected under this section shall be paid to the state treasurer and distributed as provided by RSA 263:52.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 382-FN - FISCAL NOTE

AN ACT relative to vanity number plates for licensed amateur operators.

FISCAL IMPACT:

    The Department of Safety indicates this bill will increase state highway fund expenditures by $60,950 in FY 2008. There will be no fiscal impact on state, county and local revenue or county and local expenditures.

METHODOLOGY:

    The Department of Safety states that this bill authorizes the use of the lightning bolt symbol in vanity number plates issued to licensed amateur radio operators. The Department states that the minimum number of plates for any new plate issue is 5,000 pairs. The Department assumes that all 5,000 pairs of plates would be issued in the first year and no new plates issued in future years. The increase in state highway fund expenditures is calculated below:

    Design, setup & sheathing costs $12,000

    Mailing costs (5,000 pairs @ $2.29/pair) $11,450

    Computer programming time (250 hrs. @ $150/hr.) $37,500

    Total estimated costs $60,950
