STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seven

AN ACT establishing the Interstate 93 widening commission.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Interstate 93 Widening Commission. Amend RSA 230 by inserting after section 2 the following new section:

230:2-a Interstate 93 Widening Commission Established. There is established an ongoing commission to inform the legislature on the progress and problems in widening Interstate 93.

I.(a) The members of the commission shall be as follows:

(1) Three members of the house of representatives, appointed by the speaker of the house of representatives.

(2) Three members of the senate, appointed by the president of the senate.

(3) The commissioner of the department of transportation, or designee.

(4) One representative of a New Hampshire regional planning commission, appointed by the governor for a 3-year term.

(5) One representative of the New Hampshire Municipal Association, appointed by that organization for a 3-year term.

(6) The commissioner of the department of environmental services, or designee.

(b) Members shall receive no compensation, except that legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

II. The commission shall inform the legislature on the progress and problems in widening Interstate 93 including, but not limited to:

(a) Construction.

(b) Cost.

(c) Financing.

(d) Community impact.

III. The members of the commission shall annually elect a chairperson from among the members. Each year, the first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Six members of the commission shall constitute a quorum.

IV. The commission shall make quarterly reports beginning on October 1, 2007 of its findings under paragraph II and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library.

6 Effective Date. This act shall take effect upon its passage.
