STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seven

AN ACT relative to combat veteran stickers on number plates.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Paragraph; Special Number Plates for Veterans; Combat Veteran Stickers. Amend RSA 261:87-b by inserting after paragraph II the following new paragraph:

III. Upon presentation of a DD Form 214 or DD Form 215 indicating that the applicant is a combat veteran and payment of a one time $2 fee, the director shall issue a sticker for placement on the special number plates for veterans indicating that the applicant is a combat veteran.

2 Effective Date. This act shall take effect July 1, 2007.

HB 515-FN - FISCAL NOTE

AN ACT relative to combat veteran stickers on number plates.

FISCAL IMPACT:

      The Department of Safety has determined this bill will increase state highway fund revenue and expenditures and local revenue by an indeterminable amount in FY 2008 and each fiscal year thereafter. There will be no fiscal impact on county and local expenditures or county revenue.

METHODOLOGY:

    The Department states this bill requires the Director of Motor Vehicles to issue a sticker for a one-time $2 fee for placement on the special number plates for veterans indicating that the veteran is a combat veteran. The Department cannot estimate how much state revenue and expenditures might increase because it does not know how many current and future recipients of veterans plates would be qualified as combat veterans, and of that group, how many would choose to purchase the stickers. The Department also states that pursuant to RSA 235:23, any increase in highway fund revenue will increase state expenditures and local revenue by 12% of the revenue increase for local highway aid.
