HB 597 FISCAL NOTE

AN ACT relative to expenditure caps for institutional health facilities under the certificate of need law.

FISCAL IMPACT

The Department of Health and Human Services states this bill may have an indeterminable fiscal impact on state and county expenditures in FY 2007 and each year thereafter. This bill would have no fiscal impact on state, county, and local revenue, or local expenditures.

METHODOLOGY

The Department states this bill could result in a fiscal impact for the Department. The state and counties, through the current nursing home rate structure, pay the costs of capital improvement up to a prescribed cap. This bill would raise the dollar amount of the threshold for which Certificate of Need (CON) approval is required before construction, development, expansion, renovation or addition of any nursing home, and other types of health facilities can take place. The proposed bill may result in an increase in renovations and alterations in nursing homes, and because the state and counties pay for capital improvements as part of the Medicaid rate, may increase state and county expenditures by an indeterminable amount.
