STATE OF NEW HAMPSHIRE

AN ACT relative to uniform main line toll rates for the New Hampshire turnpike system.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Toll Criteria. Amend RSA 237:11, IV to read as follows:

IV. [Insofar as practicable,] The main line tolls on the central New Hampshire turnpike, the eastern New Hampshire turnpike, and the New Hampshire turnpike system shall be [comparable] uniform.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 627 FISCAL NOTE

AN ACT relative to uniform main line toll rates for the New Hampshire turnpike system.

FISCAL IMPACT:

      The Department of Transportation indicates this bill will increase state restricted turnpike fund revenue by $22,327,262 in FY 2008, $22,550,535 in FY 2009, $22,776,040 in FY 2010 and by $23,003,800 in FY 2011. The Department further indicates this bill will increase state restricted turnpike fund expenditures by $2,663,286 in FY 2008, $2,743,184 in FY 2009, $2,825,480 in FY 2010 and by $2,910,244 in FY 2011. There will be no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

    The Department of Transportation (DOT) states this bill requires the DOT Commissioner to set uniform main line toll rates for the New Hampshire turnpike system. The DOT assumes “uniform” as used in the bill is intended to mean that all main line tolls are to be set at the same rate. The current rate at Hampton toll (passenger vehicles: $1.00 and commercial vehicles $3.20 weighted average) was used as the uniform rate. DOT, therefore, assumed Hooksett and Bedford tolls will increase from $.75 to $1.00 (passenger) and from $2.40 to $3.20 (commercial). Also Dover and Rochester tolls will increase from $.50 to $1.00 (passenger) and from $1.78 to $3.20 (commercial). Ramp tolls were assumed to remain at $.50. The DOT assumes a 1.0% growth in annual traffic and revenue for FY 2008 and beyond. DOT estimates restricted toll collection expenditures will increase since Hooksett, Bedford, Dover and Rochester will become all-attended toll plazas because automatic coin machines are not designed to accept dollar bills. The table below shows the net increase in restricted turnpike revenues and toll collection costs.
