STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seven

AN ACT establishing a dropout prevention number plate.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; Dropout Prevention Number Plates. Amend RSA 261 by inserting after section 97-f the following new subdivision:

Dropout Prevention Number Plates

261:97-g Dropout Prevention Number Plates.

I. The director is hereby authorized to issue special dropout prevention number plates, in lieu of other number plates. The plates shall retain the “live free or die” logo. Such plates shall be issued only upon application and upon payment of a $30 fee that shall be in addition to the regular motor vehicle registration fee and any other number plate fees otherwise required.

II. The commissioner is also authorized to issue vanity dropout prevention number plates. The fee for any such vanity dropout prevention number plate shall be the fee as provided in paragraph I, in addition to the fees for vanity plates which are otherwise established by law. The vanity plate portion of the fee shall be distributed as provided in RSA 261:89 and RSA 263:52.

III. Plates shall be renewed on an annual basis for $30 per set. Of this sum and sums collected upon initial application under paragraph I, the department shall retain an amount as is necessary to recover production and administrative costs as approved by the fiscal committee of the general court. The remaining funds shall be paid to the state treasurer and credited to the department of education for the purpose of funding dropout prevention initiatives and grants. The cost of replacement number plates shall be identical to the cost of initial number plates and the revenue from replacement number plates shall be distributed in the same manner as revenue derived from initial number plates.

IV. Dropout prevention number plates may be used on passenger motor vehicles and recreation vehicles.

2 Dropout Prevention Number Plates; Design; Committee Established.

I. The design for dropout prevention number plates issued pursuant to RSA 261:97-g shall be determined by a contest administered by the department of safety. Any elementary or secondary school pupil may submit a number plate design pursuant to this section. The winner of the contest shall be selected by the dropout prevention number plate committee.

II.(a) There is established a dropout prevention number plate committee. The members of the committee shall be:

(1) The commissioner of safety.

(2) The director of the division of motor vehicles.

(3) The commissioner of the department of education.

(4) The following persons appointed by the commissioner of the department of education:

(A) One kindergarten teacher.

(B) One elementary school teacher.

(C) One middle school or junior high school teacher.

(D) One high school teacher.

(E) One elementary school pupil.

(F) One high school pupil.

(b) The commissioner of safety shall serve as chairman of the committee.

(c) The committee shall establish guidelines and deadlines for entries in the dropout prevention number plate design contest. Deadlines shall be determined in a manner that assures that a contest winner may be selected no later than one year after the effective date of this section. The guidelines and deadlines shall be posted on the department of education’s Internet site.

(d) The committee shall dissolve upon selection of the dropout prevention number plate design contest winner.

3 Effective Date.

I. Section 1 of this act shall take effect July 1, 2007.

II. The remainder of this act shall take effect upon its passage.

HB 634 FISCAL NOTE

AN ACT establishing a dropout prevention number plate.

FISCAL IMPACT:

      The Department of Safety has determined this bill may increase state and local revenue and state expenditures by an indeterminable amount in fiscal year 2008 and each year thereafter. There will be no fiscal impact on county revenue or county and local expenditures.

METHODOLOGY:

    The Department of Safety states this bill establishes a dropout prevention license plate. Each plate results in $30 of additional fee revenue as the fee is in addition to the regular registration fees and any other number plate fees otherwise required. The amount of additional revenue that will result from sales of the plates can not be determined as the Department can not estimate how many people would buy such plates. Additional fee revenue would be allocated to the General Fund for the Department of Education net of any production and administrative costs related to the plates. The portion of the fee equal to production and registration costs will be retained by the Department and deposited in the highway fund. Any increase in highway fund revenue will result in a 12% increase in highway fund expenditures for local highway aid, which will increase local revenue by an indeterminable amount.
