STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seven

AN ACT relative to the policy and purpose of an adequate education.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Adequate Public Education; Policy and Purpose. Amend RSA 193-E:1 to read as follows:

193-E:1 Policy and Purpose.

I. It is the policy of the state of New Hampshire that public elementary and secondary education shall provide all students with the opportunity to acquire the knowledge and skills necessary to prepare them for successful participation in the social, economic, scientific, technological, and political systems of a free government, now and in the years to come; an education that is consistent with the curriculum and student proficiency standards specified in the minimum standards for public school approval and other state school approval rules as detailed in the department of education’s administrative rules in Ed 306, and the New Hampshire curriculum frameworks.

II. Respecting New Hampshire's long tradition of community involvement, it is the purpose of this chapter to ensure that appropriate means are established to provide an [equitable] adequate education through an integrated system of shared responsibility between state and local government. In this system, the state establishes, through school approval and student proficiency standards and curriculum guidelines, the framework for the delivery of educational services at the local level. School districts then have flexibility in implementing diverse educational approaches tailored to meet student needs.

2 Effective Date. This act shall take effect 60 days after its passage.
