STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seven

AN ACT requiring the department of resources and economic development to implement a feasibility study for the production of alternative forms of energy using natural resources of the state of New Hampshire and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Production of Alternate Forms of Energy Using Natural Resources of the State of New Hampshire; Feasibility Study. The department of resources and economic development shall implement a study to evaluate the feasibility of the construction of a bio-refinery to produce alternative forms of energy using natural resources found in the state of New Hampshire. The department shall report the results of the study to the governor, the speaker of the house of representatives, the senate president, the chairpersons of the house environment and agriculture and science and technology committees, and the chairperson of the senate energy, environment and economic development committee on or before June 30, 2008. The study shall be conducted by the department of chemical engineering in the college of engineering and physical sciences at the university of New Hampshire in Durham.

2 Appropriation; Department of Resources and Economic Development. The sum of $90,000 is hereby appropriated to the department of resources and economic development for the fiscal year ending June 30, 2008, for the purposes of the feasibility study required by section 1 of this act. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2007.

HB 880 FISCAL NOTE

AN ACT requiring the department of resources and economic development to implement a feasibility study for the production of alternative forms of energy using natural resources of the state of New Hampshire and making an appropriation therefor.

FISCAL IMPACT:

      The Department of Resources and Economic Development has determined this bill increases state general expenditures by $90,000 in fiscal year 2008. There is no fiscal impact on state, county and local revenues or county and local expenditures.

      This bill appropriates $90,000 in FY 2008 from the general fund to the Department of Resources and Economic Development for the purposes of this act.

METHODOLOGY:

    The Department of Resources and Economic Development states this bill requires it to implement a feasibility study, which is to be conducted at the University of New Hampshire. The bill appropriates $90,000 in fiscal year 2008 to the Department to fund the study. The Department is unable to determine if that amount is sufficient to do what the bill requires.

    The University System of New Hampshire states this bill will have a net fiscal impact of zero as the Chemical Engineering Department would shape the scope of the work to be done to fit within the amount of funding provided. There is no additional cost to be absorbed by the University.
