This bill requires that the department of transportation to ensure that any community which has one or more full cloverleaf configurations on the New Hampshire turnpike system, the central New Hampshire turnpike, or the eastern New Hampshire turnpike has at least one full cloverleaf without a toll.

STATE OF NEW HAMPSHIRE

AN ACT relative to tolls.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Toll Criteria. Amend RSA 237:11, IV to read as follows:

IV.(a) Insofar as practicable, the tolls on the central New Hampshire turnpike, the eastern New Hampshire turnpike and the New Hampshire turnpike system shall be comparable.

(b) The department of transportation shall ensure that any community which has one or more full cloverleaf configurations on the New Hampshire turnpike system, the central New Hampshire turnpike, or the eastern New Hampshire turnpike has for the public good at least one full cloverleaf without a toll.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 883 FISCAL NOTE

AN ACT relative to tolls.

FISCAL IMPACT:

      The Department of Transportation has determined this bill may decrease turnpike fund revenue by $2,054,371 in FY 2008, $2,090,939 in FY 2009, $2,117,076 in FY 2010 and $2,143,539 in FY 2011. This bill may increase turnpike fund expenditures by $4,165,200 in FY 2008 and decrease turnpike fund expenditures by $407,469 in 2009, $419,694 in FY 2010 and $432,284 in FY 2011. There is no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

    The Department of Transportation states the purpose of this bill is to ensure that a community which has one or more full cloverleaf configurations on the NH Turnpike System will have at least one full cloverleaf without a toll. There are only 2 such clover leafs in the state located at exits 10 and 11 on the Everett Turnpike in Merrimack. The Department has determined removing the tolls at exit 10 will have less of a negative fiscal impact on expenditures and revenues than would occur at exit 11 and therefore assumes this is the toll plaza that will be removed. Loss of state toll revenue will occur due to the removal of the toll plaza and collection equipment at exit 10 in Merrimack. Projected revenue losses are based on a report by Wilbur Smith Associate’s and are as follows: $2,054,371 in FY 2008, $2,090,939 in FY 2009, $2,117,076 in FY 2010 and $2,143,539 in FY 2011. In fiscal year 2008 state expenditures will increase for costs related to demolition and removal of the existing toll plaza and realignment of the exit estimated at $4,165,200. In subsequent years the state will realize a decrease in expenditures related to the operation of this toll plaza estimated at $407,469 in 2009, $419,694 in FY 2010 and $432,284 in FY 2011. Operating costs are based on historical costs of collecting tolls at this plaza adjusted for an annual inflation rate of 3% based on the current consumer price index. This bill does not appropriate any funds for this project.
