STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seven

AN ACT relative to the salary of the state veterinarian.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 State Veterinarian; Salary. Amend RSA 94:1-a, I(b) as follows:

Delete:

FF Department of agriculture, markets, and food state veterinarian

Insert:

II Department of agriculture, markets, and food state veterinarian

2 Applicability. Notwithstanding section 1 of this act, the state veterinarian shall continue to receive the current salary established at grade FF until the next effective date of the next amendment to the salary ranges in RSA 94:1-a, I(a) following the effective date of this section.

3 Effective Date. This act shall take effect July 1, 2007.

HB 897 FISCAL NOTE

AN ACT relative to the salary of the state veterinarian.

FISCAL IMPACT:

      The Department of Administrative Services and Department of Agriculture have determined this bill may increase state expenditures by an indeterminable amount in fiscal year 2008 and each year thereafter. There will be no fiscal impact on county and local expenditures or state, county and local revenue.

METHODOLOGY:

    The Department of Administrative Services and Department of Agriculture state this bill changes the unclassified pay grade of the state veterinarian from FF to II. The salary range for letter designation FF is $56,893 per year to $75,857 per year and the salary range for letter designation II is $70,943 per year to $94,584 per year. Currently the state veterinarian is paid at letter grade FF, maximum step, which is $75,857 per year. The Departments assume the incumbent would move to the comparable step in the new letter grade, which is the maximum step at $94,584 per year. Based on these assumptions, the fiscal impact on expenditures due to the salary increase is $18,727. The increase in benefits due to this salary increase at 48.3% is $9,045. The total fiscal impact on expenditures for increased salary and benefits is $27,772 per year. The Departments are unable to determine when this change will take effect because it is based on an uncertain future event; however the earliest the change could take effect is in FY 2008.
