STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seven

AN ACT relative to the nongame species account in the fish and game fund.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Nongame Species Account; Certificates of Participation; Federal Grants Received. Amend RSA 212-B:6, II to read as follows:

II. [The fish and game department shall issue a certificate of participation to any individual who donates not less than $10 to the nongame species account established in paragraph I.] The state treasurer shall deposit annually from the general fund into the special nongame species account an amount equal to the moneys donated and federal grants appropriated for the nongame species management act during any fiscal year under this paragraph up to and including a total of [$50,000] $350,000 annually. The governor is authorized to draw [his] a warrant for such amount out of any money in the treasury not otherwise appropriated. This is a continuing appropriation.

2 Effective Date. This act shall take effect July 1, 2007.

SB 191 FISCAL NOTE

AN ACT relative to the nongame species account in the fish and game fund.

FISCAL IMPACT:

The Fish & Game Department states this bill, as amended by the House (Amendment #2007-1331h), will increase state general fund expenditures and state restricted revenue by $300,000 in FY 2008 and each fiscal year thereafter. There will be no fiscal impact on county and local revenue and expenditures.

This bill increases the maximum annual general fund appropriation from funds not otherwise appropriated to the nongame species account of the fish & game fund to match donated funds or federal grants from $50,000 to $350,000 in FY 2008 and each fiscal year thereafter.

METHODOLOGY:

The Fish & Game Department states this bill increases the maximum annual general fund appropriation from funds not otherwise appropriated to the nongame species account of the fish & game fund to match donated funds or federal grants from $50,000 to $350,000 in FY 2008 and each fiscal year thereafter. Currently, the nongame species account has been receiving $50,000 annually from the general fund to match funds donated to the account. The Department assumes it will continue to receive enough annual revenue from donations and federal grants to reach the maximum $350,000 general fund appropriation, thereby increasing state general fund expenditures and state restricted revenue by $300,000 in FY 2008 and each fiscal year thereafter.
