AN ACT relative to exempting fish and game department volunteers from financial disclosure requirements and allowing lobbyists and those connected with lobbyists to sit on committees established by the judicial branch.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT relative to exempting fish and game department volunteers from financial disclosure requirements and allowing lobbyists and those connected with lobbyists to sit on committees established by the judicial branch.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Fish and Game; Financial Disclosure; Volunteers. Amend RSA 206 by inserting after section 27-i the following new section:

206:27-j Exception for Financial Disclosure. Any person recognized by the executive director, department of fish and game, as a fish and game volunteer shall be exempt from the requirements to file a financial disclosure statement pursuant to RSA 15-A:3, provided that the volunteer’s work for the department:

I. Is under the supervision of a department employee;

II. Is actually performing assigned volunteer duties or search and rescue activities;

III. Does not directly or indirectly influence the setting of public policy;

IV. Does not directly or indirectly influence decisions on how state funds will be expended; and

V. Does not directly or indirectly influence the selection of vendors for the state.

2 Restrictions on Simultaneous Employment and Public Service. Amend RSA 21-G:25, III(e) and (f) to read as follows:

(e) Ownership of publicly-traded stock; [or]

(f) A public employee, appointee, or volunteer's personal application for any license, permit, or ruling from a state agency[.]; or

(g) Service on a multi-branch commission, committee, board, or similar governmental entity established by the judicial branch.

3 Effective Date. This act shall take effect upon its passage.
