STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT relative to fees charged by the registry of deeds.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Fees Charged by the Registry of Deeds. RSA 478:17-g, III is repealed and reenacted to read as follows:

III.(a) For copying any page of a recorded document, $.50 per page.

(b) For certifying the authenticity of a recorded document, $2.00 per document.

(c) For maintaining records of individual copy debit accounts, $10.00 per calendar year or portion thereof.

(d) For providing internet access to recorded records, $25.00 per calendar year or portion thereof.

(e) For any other service, as established and posted by the register of deeds.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 1363-FN - FISCAL NOTE

AN ACT relative to fees charged by the registry of deeds.

FISCAL IMPACT:

      The New Hampshire Association of Counties states this bill will have an indeterminable fiscal impact on county revenue in FY 2008 and each year thereafter. This bill will have no fiscal impact on state and local revenue or state, county, and local expenditures.

METHODOLOGY:

    The New Hampshire Association of Counties states this bill will establish statutory fees that registry of deeds may charge for four specific services. The bill specifies the registry of deeds charge $.50 per page for copying, $2.00 per document to certify the authenticity of a recorded document, $10.00 per calendar year for maintaining records of individual copy debit accounts, and $25.00 per calendar year for providing internet access to recorded records. The Association states the fees for these services vary from county to county with some counties charging more than the proposed fees while others may charge less, thus having an indeterminable impact on county revenue.
