STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eight
AN ACT relative to community health centers.
Be it Enacted by the Senate and House of Representatives in General Court convened:
156:1 Statement of Purpose. The general court recognizes that community health centers serve the state’s medically underserved populations, including the uninsured and Medicaid populations. Therefore, the general court hereby directs the board of the business finance authority to develop a mechanism to increase access to financial opportunities for such centers.
156:2 New Section; Access to Capital Funding for Community Health Centers. Amend RSA 162-A by inserting after section 5-a the following new section:
162-A:5-b Access to Capital Funding for Community Health Centers. The board shall develop a mechanism to open access to capital for New Hampshire community health centers. The mechanism may include prioritization within pools of funding, loans, state loan guarantees, and any other mechanisms to increase capital funding of the expansion for community health centers. For the purposes of this section, “community health centers” are nonprofit primary care providers who provide community-based primary care to the state’s uninsured and Medicaid populations regardless of the patient’s ability to pay.
156:3 Effective Date. This act shall take effect 60 days after its passage.
