HB 1524-FN - FISCAL NOTE

AN ACT relative to speed limits and keeping right except to pass.

FISCAL IMPACT:

The Department of Safety states this bill will have an indeterminable fiscal impact on state general fund revenue in FY 2009 and each year thereafter and will increase state highway fund expenditures by $80,000 in FY 2009. There will be no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

The Department of Safety states this bill will increase the speed limit on divided highways from 65 miles per hour to 70 miles per hour, limit when overtaking a vehicle on the right is permitted, and establish a fine for driving on the right side of the roadway. The Department is not able to estimate the impact on state general fund revenue resulting from the new fine schedule and speed limit because it cannot estimate how many fines will be issued. The Department states to print a new fine schedule to reflect the changes in the speed limit would increase state highway fund expenditures by $80,000 in FY 2009.
