STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT relative to benefits for state employees who serve with a national guard unit or army reserve unit in Iraq or Afghanistan.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Benefits for State Employees Serving in Iraq or Afghanistan. Amend RSA 21-I by inserting after section 43-a the following new section:

21-I:43-b Benefits for State Employees Serving in Iraq or Afghanistan. Any state employee who is called to active duty as a member of a New Hampshire national guard unit or army reserve unit in support of operations in Iraq or Afghanistan shall:

I. Accrue vacation time and sick days during his or her time of active duty service in the same manner as if he or she was on the active payroll.

II. Upon his or her return to New Hampshire after active duty service, receive 15 days of paid leave at his or her state employee pay rate prior to reporting back to work.

2 Effective Date. This act shall take effect upon its passage.

HB 1548-FN - FISCAL NOTE

AN ACT relative to benefits for state employees who serve with a national guard unit or army reserve unit in Iraq or Afghanistan.

FISCAL IMPACT:

      The Department of Administrative Services states this bill will increase state expenditures by an indeterminable amount in FY 2008 and each year thereafter. There will be no fiscal impact on county and local expenditures or state, county, and local revenue.

METHODOLOGY:

    The Department of Administrative Services indicates this bill will allow a state employee who is called to active duty as a member of a New Hampshire national guard unit or army reserve unit in support of operations in Iraq or Afghanistan to accrue vacation and sick time while on active duty and receive 15 days of paid leave upon return to New Hampshire after active duty service. The Department states this bill will increase state expenditures by an indeterminable amount. The Department does not have information on how many individuals would be eligible for this benefit, how often they would be eligible for this benefit or salary amounts that would be needed to calculate an estimated fiscal impact.
