STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT relative to one-day temporary plates.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; One-Day Temporary Plates. Amend RSA 261 by inserting after section 57-b the following new section:

261:57-c One-Day Temporary Plates. A dealer may issue a one-day plate to a vehicle intended to be driven upon the ways of this state only for the purpose of transporting the vehicle from one location within the state to another location within the state. Such plate shall be valid only for the date of issuance, and shall be in such form as the director shall prescribe. The commissioner may specify the terms and conditions under which any such vehicle may be driven upon the ways of this state, and no such vehicle shall be operated in violation of such terms and conditions.

2 Effective Date. This act shall take effect July 1, 2008.

HB 1570-FN - FISCAL NOTE

AN ACT relative to one-day temporary plates.

FISCAL IMPACT:

      The Department of Safety states this bill will increase state highway fund expenditures by $66,250 in FY 2009 and $22,500 in FY 2010 and each fiscal year thereafter. There will be no fiscal impact on state, county and local revenues or county and local expenditures.

METHODOLOGY:

    The Department of Safety states this bill establishes a one-day temporary plate which may be issued by a motor vehicle dealer and used when transporting a vehicle within the state. The Department estimates the one-time cost necessary to create the changes to the registration software to be $43,750 (250 hours @ $175/hour). The Department further states that the cost to produce a one-day registration application form, stock supply of temporary plates and distribute them to Department of Motor Vehicle (DMV) substations to be $22,500 per year. This estimate is based on 2,500 dealers issuing 60 plates per year at a cost of $.15 per plate. There is no charge for these plates; therefore there is no impact on state highway fund revenues.
