STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT establishing cancer research number plates.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; Cancer Research Number Plates. Amend RSA 261 by inserting after section 97-f the following new subdivision:

Cancer Research Number Plates

261:97-g Cancer Research Number Plates.

I. The director is hereby authorized to issue special cancer research number plates, in lieu of other number plates. The department shall design these special plates in cooperation with the Norris Cotton Cancer Center. Such plates shall be issued only upon application and upon payment of a $35 fee that shall be in addition to the regular motor vehicle registration fee and any other number plate fees otherwise required. Plates shall be renewed on an annual basis for $35 per set.

II. The director shall forward the additional fees paid under paragraph I to the NorrisĀ Cotton Cancer Center. The Norris Cotton Cancer Center shall use all funds received under this section for cancer prevention, patient support, and research.

III. Cancer research number plates may be used on passenger motor vehicles and recreation vehicles.

2 Effective Date. This act shall take effect July 1, 2008.

HB 1572-FN - FISCAL NOTE

AN ACT establishing cancer research number plates.

FISCAL IMPACT:

      The Department of Safety states this bill will increase state restricted revenue and expenditures by $175,000 in FY 2009 and each fiscal year thereafter, and increase state highway fund expenditures by $67,200 in FY 2009. There is no fiscal impact on county and local revenues or expenditures.

METHODOLOGY:

    The Department of Safety indicates this bill authorizes cancer research number plates. This will require a new plate type to be designed and produced. The minimum number of plates for any new plate issue is 5,000 pairs. Assuming that all 5,000 pairs of plates will be issued in the first year and no new plates issued in future years, the Department estimates the following increase to state highway fund expenditures in FY 2009:

    Design, setup costs $12,000

    Mailing 5,000 pairs of plates @ $2.29 per set $11,450

    Computer programming time-250 hours @ $175 per hour $43,750

                      $67,200

    The application fee for these plates is $35 per set in addition to the regular motor vehicle registration fee. The bill requires an annual renewal fee of $35. All $35 fee collections will be forwarded to the Norris Cotton Cancer Center for cancer prevention, patient support, and research. The Department assumes, as stated above, that all 5,000 plates will be issued in the first year, therefore, state restricted revenue and restricted expenditures are estimated to increase $175,000; 5,000 plate pairs issued/renewed @ $35 per pair, per year.
