HB 1576-FN - FISCAL NOTE

AN ACT relative to the employment of veterans on certain national holidays.

FISCAL IMPACT:

The Department of Administrative Services, the New Hampshire Association of Counties, and the New Hampshire Municipal Association state this bill may increase state, county, and local expenditures by an indeterminable amount in FY 2008 and each year thereafter. There will be no fiscal impact on state, county, and local revenue.

METHODOLOGY:

The Department of Administrative Services states this bill will allow discharged veterans the option not to work on Memorial Day, July 4, or Veteran’s Day or within 24 hours of the aforementioned holidays. The Department of Administrative Services states this bill may impact state expenditures. The Department does not have the information needed, such as the number of state employees who are veterans, to determine the fiscal impact on state expenditures.

The New Hampshire Association of Counties states this bill may increase county expenditures by an indeterminable amount. The Association of Counties indicates county nursing homes and county correction facilities would need to replace staff taking those days off, resulting in the increased expenditures.

The New Hampshire Municipal Association states this bill may increase expenditures by an indeterminable amount. The Association is not able to determine the fiscal impact because it does not know how many municipal employees are discharged veterans or how many would take advantage of not working on the holidays or the 24 hours prior to the holiday.
