STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eight
AN ACT relative to revenue sharing between the state and municipalities of vehicle fines and forfeitures.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Disposition of Fees. Amend RSA 260:23 to read as follows:
260:23 Disposition of Receipts. All fees, fines, and forfeitures received by any person under the provisions of any laws of the state relative to the use and driving of vehicles shall be paid to the department within 14 days after the receipt thereof; and all moneys received by the department shall be paid monthly to the state treasurer. Provided, however, that from each fine and forfeiture collected by a court, there shall be deducted 10 percent of the fine and the same shall be deposited with the town or city treasurer.
2 Effective Date. This act shall take effect 60 days after its passage.

AN ACT relative to revenue sharing between the state and municipalities of vehicle fines and forfeitures.
FISCAL IMPACT:
The Judicial Branch and New Hampshire Municipal Association state this bill will decrease state general fund revenue and increase local revenue by an indeterminable amount in FY 2009 and each year thereafter. The Judicial Branch also states this bill will increase state expenditures by $818 in FY 2008. There will be no fiscal impact on county revenue or county and local expenditures.
METHODOLOGY:
The Judicial Branch states this bill would require 10 percent of all vehicle fines and forfeitures collected by the Branch to be paid to the town or city treasurer. The Branch states estimated revenue for vehicle fines in FY 2008 is $10,450,000 and assumes the revenue collected from vehicle fines will remain the same in FY 2009 and each year thereafter. The Branch assumes the bill would not take effect until FY 2009, resulting in state general fund revenue decreasing and local revenue increasing by approximately $1,045,000 in FY 2009 and each year thereafter. The Branch indicates it would have increased expenditures in FY 2008 of $818 in administrative costs to prepare for the implementation of this bill.
The New Hampshire Municipal Association states this bill will increase revenue to municipalities by an indeterminable amount.
