AN ACT relative to the evaluation of recycling and energy conversion options for grease trap wastes at the Winnipesaukee river basin program’s Franklin wastewater treatment facility and making an appropriation therefor.

This bill:

I. Requires the department of environmental services through its Winnipesaukee river basin program to undertake an engineering evaluation of the feasibility of treatment of grease trap wastes at the Franklin wastewater treatment facility to enhance methane production or other recycling or bioenergy technology application, and to provide additional grease disposal capacity for central New Hampshire.

II. Makes an appropriation to the department of environmental services for such engineering evaluation.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT relative to the evaluation of recycling and energy conversion options for grease trap wastes at the Winnipesaukee river basin program’s Franklin wastewater treatment facility and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Engineering Evaluation. The department of environmental services, through its Winnipesaukee river basin program, shall procure engineering services under RSA 21-I:22 to evaluate the feasibility of treatment of grease trap wastes at the Franklin wastewater treatment facility to enhance methane production or other recycling or bioenergy technology application, and to provide additional grease disposal capacity for central New Hampshire.

2 Appropriation. The sum of $100,000 is hereby appropriated to the department of environmental services for the fiscal year ending June 30, 2009 for the purpose of procuring engineering services to evaluate the feasibility of treatment of grease trap wastes at the Franklin wastewater treatment facility. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2008.

HB 1629-FN-A-LOCAL - FISCAL NOTE

AN ACT relative to the evaluation of recycling and energy conversion options for grease trap wastes at the Winnipesaukee river basin program’s Franklin wastewater treatment facility and making an appropriation therefor.

FISCAL IMPACT:

      The Department of Environmental Services states this bill will increase state expenditures in FY 2009 by $100,000. There will be no fiscal impact on county and local expenditures or state, county, and local revenue.

      This bill appropriates $100,000 from the state general fund in FY 2009 to the Department of Environmental Services for the purposes of this bill.

METHODOLOGY:

    The Department of Environmental Services states this bill will require the Department through its Winnipesaukee River Basin Program to procure engineering services to evaluate the feasibility of treatment of grease trap wastes at the Franklin Wastewater Treatment facility to enhance methane production, other recycling, or bioenergy technology application and provide additional grease disposal capacity. The Department states it will cost approximately $10,800 in administrative time to prepare a request for proposal and engage an engineering firm to complete the evaluation. The Department estimates it will take a year to complete the engineering evaluation and will cost approximately $89,200, subject to negotiations with the selected engineering firm.
