STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT establishing the position of administrator of contract services.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subparagraph; Administrator of Contract Services. Amend RSA 21-I:12, I by inserting after subparagraph (e) the following new subparagraph:

(f) Within the bureau of purchase and property, there shall be a classified administrator of contract services, qualified by education and experience, who shall be responsible for developing and monitoring statewide policies and procedures and standard bidding documents for state agencies to utilize when contracting for services. The administrator of contract services shall:

(1) Design and implement a program to provide standardized bidding procedures and documents to all state agencies seeking service contracts.

(2) Develop policies and procedures for all agencies to ensure that procurement of services is obtained in a uniform manner.

(3) Review bid documents and procedures for consistency, clarity, and compliance with state laws and rules.

(4) Conduct training of state agency personnel and subordinates.

(5) Supervise and coordinate contract activities within the bureau of purchase and property.

(6) Review proposed modifications to bidding documents and resulting contracts.

(7) Conduct appeal hearings and determine resolution of disputes concerning bureau of purchase bid process and resulting contracts.

2 Administrator of Contract Services; Position Established. The position of administrator of contract services shall be established within the department of administrative services, bureau of purchase and property. The administrator of contract services shall be under the supervision of the administrator of the bureau of purchase and property and shall be responsible for the duties established in section 1 of this act. The position of administrator of contract services shall be classified as an administrator III in the state employee classification system.

3 Effective Date. This act shall take effect 60 days after its passage.

AN ACT establishing the position of administrator of contract services.

FISCAL IMPACT:

      The Department of Administrative Services states this bill will increase state expenditures by $91,377 in FY 2009, $92,594 in FY 2010, $96,816 in FY 2011 and $101,096 in FY 2012. There will be no fiscal impact on county and local expenditures or state, county, and local revenue.

METHODOLOGY:

    The Department of Administrative Services states this bill establishes the position of administrator of contract services within the Department. The Department states this bill will increase state expenditures by the following:
