STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT establishing a task force to study the feasibility of supplying laptop computers to all 7th grade children in the state.

Be it Enacted by the Senate and House of Representatives in General Court convened:

238:1 Task Force Established. There is established a task force to study the feasibility of supplying laptop computers to all 7th grade children in the state.

238:2 Membership and Compensation.

I. The members of the task force shall be as follows:

(a) Two members of the house of representatives, one of whom shall be from the education committee, appointed by the speaker of the house of representatives.

(b) One member of the senate, appointed by the president of the senate.

(c) Two members from the department of education, appointed by the commissioner of the department of education.

(d) One school principal, appointed by the governor.

(e) Three public school teachers, appointed by the governor.

(f) Two computer technology professionals, appointed by the governor.

(g) Two 7th graders from public schools, appointed by the governor.

(h) One business administrator, appointed by the New Hampshire Association of School Business Officials.

(i) One member from the New Hampshire Advantage Foundation, appointed by the Foundation.

II. Members of the task force shall serve without compensation except that legislative members of the task force shall receive mileage at the legislative rate when attending to the duties of the task force.

III. The department of education shall provide administrative assistance to the task force as may be necessary.

238:3 Duties. The task force shall study the feasibility of supplying laptop computers to all 7th grade children in the state. Specifically, the task force shall:

I. Study the Maine learning technology fund and solicit advice and input from Maine legislators and other individuals in Maine or in New Hampshire to assess the effectiveness of the Maine learning technology fund.

II. Study the economic effects of implementing the Maine learning technology fund program in New Hampshire and the associated economic effects in New Hampshire.

III. Study the benefits of the Maine program on students in Maine.

IV. Study the possibility of obtaining public or private grants for teacher training or other necessary start-up costs.

V. Solicit advice from teachers, principals, and school administrators in this state on the feasibility of implementing a program similar to the Maine learning technology fund in this state.

VI. Investigate whether computer companies offer grants or other school programs for providing laptop computers to public schools.

VII. Solicit advice or input from any individual with information and expertise relevant to the objective of the task force.

238:4 Chairperson; Quorum. The members of the study task force shall elect a chairperson from among the members. The first meeting of the task force shall be called by the first-named house member. The first meeting of the task force shall be held within 45 days of the effective date of this section. The task force shall meet at least monthly thereafter. Eight members of the task force shall constitute a quorum.

238:5 Report. The task force shall submit an interim report detailing its progress to date and any significant findings to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library not later than 6 months after the effective date of this act. The task force shall submit a final report of its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2008.

238:6 Effective Date. This act shall take effect upon its passage.
