Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Insurance Department; Positions Deleted. The following positions shall be transferred from classified to unclassified positions:

HB 696 FISCAL NOTE

AN ACT reclassifying certain positions in the insurance department.

FISCAL IMPACT:

      The Department of Administrative Services has determined this bill, as amended by the House (Amendment #2007-0786h), may decrease state restricted revenue and expenditures by an indeterminable but equal amount in FY 2008 and each year thereafter. There will be no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

    The Department of Administrative Services states this amendment reclassifies three positions at the Department of Insurance from classified to unclassified positions. Currently the positions are at classified labor grade 32. Two of these positions will change to unclassified salary grade EE and one will change to unclassified salary grade DD. This reclassification of three positions will decrease expenditures in FY 2008 and each year thereafter. The Department of Insurance is funded by fees and therefore any decrease in expenditures results in an equivalent decrease in revenue as fees are adjusted. The Department assumes the positions are filled for the entire FY 2008, are currently at step one of the classified salary grade, will be at the minimum step on the unclassified salary grade, and benefits are calculated at 48.3%. Based on these assumptions, the Department calculates the decrease in expenditures as follows:
