STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT exempting Purple Heart plate recipients from number plate and registration fees.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Special Number Plates for Certain Veterans; Purple Heart Plates to be Issued Without Charge. RSA 261:86, II is repealed and reenacted to read as follows:

II. Plates furnished pursuant to subparagraphs I(a)-(d) shall be issued without charge. Plates furnished pursuant to subparagraph I(e) shall be issued upon payment of the regular registration and number plate fees. Notwithstanding RSA 265:73 or any other law, any person who is issued a plate pursuant to subparagraphs I(c)-(e) shall not be entitled to free parking privileges provided for disabled veterans.

2 New Subparagraph; Registration Fee Exemption; Purple Heart Plate Recipient. Amend RSA 261:141, VIII by inserting after subparagraph (b) the following new subparagraph:

(c) Has been issued a special number plate for Purple Heart recipients under RSA 261:86, I(d).

3 New Section; Municipal Permits for Registration; Exemption for Purple Heart Plate Recipients. Amend RSA 261 by inserting after section 157-a the following new section:

261:157-b Exemption for Purple Heart Plate Recipients. No fee shall be charged for a permit to register a motor vehicle owned by a person who has been issued a special number plate for Purple Heart recipients under RSA 261:86, I(d).

4 Effective Date. This act shall take effect July 1, 2008.

SB 307-FN-LOCAL - FISCAL NOTE

AN ACT exempting Purple Heart plate recipients from number plate and registration fees.

FISCAL IMPACT:

The Department of Safety states this bill will increase state highway fund expenditures in FY 2009 by $546 and decrease state highway fund expenditures by $4,454 in FY 2010 and each year thereafter. The Department states state highway fund revenue will decrease by $37,118 in FY 2009 and each year thereafter. Finally, the Department states this bill will have an indeterminable fiscal impact on local revenue in FY 2009 and each year thereafter. There will be no fiscal impact on county and local expenditures and county revenue.

METHODOLOGY:

The Department of Safety states this bill will exempt Purple Heart recipients from number plates and registration fees. The Department has 740 sets of plates registered to eligible recipients for vehicles in various weight classes. The average revenue collected per set of plates is $50.16. Highway fund revenue would decrease by approximately $37,118 (740 sets of plates * $50.16) in FY 2009 and each year thereafter. In addition highway fund expenditures and local revenue would decrease by 12% or $4,454 ($37,118 * 12%) in FY 2009 and each year thereafter. The Department will have highway fund expenditures of $5,000 in FY 2009 for programming changes to the MAAP database to account for the exemption. Finally, there may be other fiscal impacts on local revenue the Department cannot determine because it does not have information regarding permit fees collected by municipalities for vehicles registered by Purple Heart recipients.
