SENATE BILL 332-FN
AN ACT prohibiting the disposal of human remains through a reductive process utilizing alkaline hydrolysis in New Hampshire and establishing a committee to examine the practice of resomation.
COMMITTEE: Executive Departments and Administration
This bill prohibits the disposal of human remains through a reductive process utilizing alkaline hydrolysis.
This bill also establishes a committee to examine the regulations necessary for the practice of resomation of human remains in New Hampshire.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eight
AN ACT prohibiting the disposal of human remains through a reductive process utilizing alkaline hydrolysis in New Hampshire and establishing a committee to examine the practice of resomation.
Be it Enacted by the Senate and House of Representatives in General Court convened:
262:1 Disposal of Human Remains Through a Reductive Process Utilizing Alkaline Hydrolysis Prohibited. RSA 325-A:30, II is repealed and reenacted to read as follows:
II. The disposal of human remains through a reductive process utilizing alkaline hydrolysis is prohibited.
262:2 Committee Established. There is established a committee to study the disposal of human remains through a reductive process utilizing alkaline hydrolysis otherwise known as resomation of human remains.
262:3 Membership and Compensation.
I. The members of the committee shall be as follows:
(a) Four members of the house of representatives, 2 of whom shall be members of the environment and agriculture committee and 2 of whom shall be members of the health, human services and elderly affairs committee, appointed by the speaker of the house of representatives.
(b) One member of the senate, appointed by the president of the senate.
II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
262:4 Duties. The committee shall study the resomation of human remains. The committee’s study shall include, but not be limited to, examining the regulations which are necessary for the practice of resomation and determining whether the practice of resomation should continue to be prohibited or be permitted in New Hampshire.
262:5 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Four members of the committee shall constitute a quorum.
262:6 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2008.
262:7 Effective Date. This act shall take effect upon its passage.
