STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT requiring a transportation stipend for charter school pupils.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Charter and Open Enrollment Schools; Funding. Amend RSA 194-B:11, I(a) to read as follows:

(a) For the fiscal year beginning July 1, 2006, $3,598 annual tuition, plus $400 per pupil for transportation costs.

2 Effective Date. This act shall take effect 60 days after its passage.

SB 340-FN-A-LOCAL - FISCAL NOTE

AN ACT requiring a transportation stipend for charter school pupils.

FISCAL IMPACT:

The Department of Education states this bill will increase state education trust fund expenditures by $138,000 in FY 2008, $152,000 in FY 2009, $167,200 in FY 2010, $184,000 in FY 2011, and $202,400 in FY 2012. There will be no fiscal impact on county and local expenditures or state, county, and local revenue.

METHODOLOGY:

The Department of Education states this bill provides $400 per pupil from the state education trust fund to charter schools for transportation costs. Estimated expenditures for FY 2008 are calculated by multiplying actual charter school enrollment by $400. Charter school enrollment is expected to increase 10% annually in future fiscal years.

FY 2008: 345 students x $400 = $138,000

FY 2009: 380 students x $400 = $152,000

FY 2010: 418 students x $400 = $167,200

FY 2011: 460 students x $400 = $184,000

FY 2012: 506 students x $400 = $202,400
