STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT relative to room and board scholarships for children of firefighters and police officers killed in the line of duty.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 University System of New Hampshire; Room and Board Scholarships. Amend RSA 187-A:20-a, I and II to read as follows:

I. (a) A person who is a New Hampshire resident, who is under 25 years of age, and who enrolls in the university of New Hampshire, Plymouth state university, or Keene state college shall not be required to pay tuition for attendance at such institution if he or she is the child of a firefighter or police officer who died while in performance of his or her duties and whose death was found to be compensable pursuant to RSA 281-A.

[II.] (b) Any person entitled to free tuition under this section shall apply to the board of trustees of the university system, and the board may require such proof as it deems necessary in order for a person to qualify for free tuition under this section.

II. A person who is a New Hampshire resident, who is under 25 years of age, and who enrolls in the university of New Hampshire, Plymouth state university, or Keene state college shall receive a scholarship of $2,500 per year for the purpose of contributing to the payment of room and board, rent, books, and supplies for a maximum of 4 years of attendance at such institution if he or she is the child of a firefighter or police officer who died while in performance of his or her duties and whose death was found to be compensable pursuant to RSA 281-A.

2 Repeal. RSA 187-A:20-a, III, relative to the chancellor's scholarship endowment trust fund, is repealed.

3 Effective Date. This act shall take effect 60 days after its passage.

SB 355-FN - FISCAL NOTE

AN ACT relative to room and board scholarships for children of firefighters and police officers killed in the line of duty.

FISCAL IMPACT:

The University System of New Hampshire states this bill may increase state restricted expenditures by an indeterminable amount in FY 2008 and each fiscal year thereafter. There will be no fiscal impact on state, county, and local revenue or county and local expenditures.

METHODOLOGY:

The University System of New Hampshire states this bill establishes a room and board scholarship of $2,500 per year to for children of firefighters and police officers killed in the line of duty. The system estimates there will be fewer than four students per year that will be eligible for this scholarship, and the annual cost to the System to provide the scholarship will be less than $10,000.
