SB 517-FN - FISCAL NOTE

AN ACT relative to commercial advertising on toll booths.

FISCAL IMPACT:

The Department of Transportation states this bill will increase state highway fund revenue by $300,000 in FY 2009 and each year thereafter and increase state turnpike fund expenditures by $50,000 in FY 2009 and by $5,000 in FY 2010 and each year thereafter. There will be no fiscal impact on county and local revenue and expenditures.

METHODOLOGY:

The Department of Transportation states this bill will allow for commercial advertising on toll booths at any toll plaza where the E-Z pass toll system is used with any revenue received from the advertising being deposited into the state highway fund. The Department estimates advertising in the toll lanes will generate $500,000 each fiscal year. The Department projects 60 percent or $300,000 will be state highway fund revenue and the remaining 40 percent or $200,000 will go to the marketing firm. It is assumed it will cost $50,000 to procure a marketing firm in FY 2009 and $5,000 each year thereafter to manage the marketing firm’s contract.
