STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT relative to the installation of sound barriers along a certain segment of the F.E. Everett turnpike in the town of Merrimack.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Installation of Sound Barriers. The department of transportation shall install sound barriers on the east and west sides of the Souhegan River in the areas of the Merrill’s Marauders bridge replacement along the F.E. Everett turnpike in the town of Merrimack where the natural barrier was removed for the construction of the bridge.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 185-FN - FISCAL NOTE

AN ACT relative to the installation of sound barriers along a certain segment of the

          F.E. Everett turnpike in the town of Merrimack.

FISCAL IMPACT:

      The Department of Transportation states this bill would increase state turnpike fund expenditures by $1,655,500 in FY 2010. This bill will have no impact on state, county, and local revenues, or county and local expenditures.

METHODOLOGY:

    The Department of Transportation states this bill would require the creation of sound barriers on the east and west sides of the Souhegan River. The Department of Transportation assumes this project will begin in FY 2010, requiring three sections of sound barriers with concrete posts and wood and plastic panels. The Department assumes a cost of $35 per square foot based on historic barrier costs. The east side of the turnpike at Hillcrest Drive and East Chamberlain Drive is expected to cost $735,000 (length 1,400 ft x height 15 ft = 21,000 square ft x $35/ square ft). The east side of the turnpike at Penacook Terrace is expected to cost $455,000 (length 650 ft x height 20 ft = 13,000 square ft x $35/ square ft). The west side of the turnpike at West Chamberlain Drive is expected to cost $315,000 (length 600 ft x height 15 ft = 9,000 square ft x $35/ square ft). Together, the three barriers will cost $1,505,000. The Department assumes a 10 percent inflation cost, increasing the expenditure of turnpike funds to $1,655,500.
