STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT relative to fees for dental hygienists.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Dental Hygienists; Fees. Amend RSA 317-A:4,I(e) to read as follows:

(e) To establish fees for examination of applicants for licenses and for renewal of licenses to practice dentistry and dental hygiene and for transcribing and transferring records and other services. The fees for dentists established by the board shall include not more than $30 and the fees for dental hygienists established by the board shall include not more than $15 of each application or renewal fee to be used for the funding of professional assistance programs or similar services as may be required under RSA 317-A:17, III(c). The fees established by the board shall be sufficient to provide revenues equal to 125 percent of the direct operating expenses of the board, including expenses under RSA 317-A:4, I(f), for the previous fiscal year;

2 Effective Date. This act shall take effect July 1, 2009.

HB 190-FN - FISCAL NOTE

AN ACT relative to fees for dental hygienists.

FISCAL IMPACT:

    The Board of Dental Examiners states this bill would increase state general fund revenues by $1,275 in FY 2010, $23,070 in FY 2011, $2,550 in FY 2012 and $24,345 in FY 2013. This bill will have no fiscal impact on state expenditures or county and local revenue or expenditures.

METHODOLOGY:

    The Board of Dental Examiners states this bill allows them to set and collect a fee (not more than $15) from dental hygienists for examination of applicants for licenses and for renewal of licenses to practice dental hygiene. The Board states there are 1,453 hygienists practicing dentistry in the State of New Hampshire in FY 2009 and approximately 85 new applicants yearly. Hygienists would be required to renew biannually. Given these assumptions the Department estimates the fiscal impact as follows:
