STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT directing the university of New Hampshire to study the health needs of certain counties.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Study Required. The College of Health and Human Services at the university of New Hampshire shall conduct a study of the health-related educational needs and resources of the 4 northernmost counties of Coos, Grafton, Belknap, and Carroll. The study shall determine for each county separately the health workforce requirement of each county, the training resources available, and the extent to which current training resources supply the needs. The study shall propose programs that would fill the gap between need and supply with special focus on professional providers, including, but not limited to physicians, dentists, nurses, physician assistants, nurse practitioners, and allied health providers. The college shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, and the governor on or before November 1, 2010.

2 Effective Date. This act shall take effect upon its passage.

HB 208-FN - FISCAL NOTE

AN ACT directing the university of New Hampshire to study the health needs of certain counties.

FISCAL IMPACT:

      The University System of New Hampshire states this bill will increase University System expenditures by $35,000 in FY 2009. There will be no fiscal impact on state, county, and local revenue or county and local expenditures.

METHODOLOGY:

    The University System of New Hampshire estimates it will expend $35,000 to conduct the study required by this bill. Included in the cost estimate are 1) 2.5 months of researcher staff time, including a per diem allowance with benefits, 2) additional contract / per diem assistance assumed to be required from such entities as the North Country Health Council, the Community Health Institute, or the Bi-State Community Health organization for specific data on vacancy rates and recruitment and health support in the four northern counties, and 3) allowances for study publication costs, travel, support and administration, and printing.

    This bill does not contain an appropriation or establish positions.
