AN ACT extending study committees and commissions.

ANALYSIS

This bill extends certain study committees and commissions.

The bill also extends a report date for a plan to be submitted to the governor and the legislature by the executive planning commission on special education.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT extending study committees and commissions.

Be it Enacted by the Senate and House of Representatives in General Court convened:

202:1 Committee to Study the Feasibility of Establishing Pro Se Law Libraries. Amend RSA 2008, 221:5 to read as follows:

221:5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, [2008] 2009.

202:2 Committee to Study Issues Related to Cooperative School Districts; Report Date. Amend 2007, 257:5 as amended by 2008, 152:7 to read as follows:

257:5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, [2008] 2009.

202:3 Commission to Study the Effects of Post-Traumatic Stress Disorder and Traumatic Brain Injury Suffered by New Hampshire Soldiers and Veterans Returning From Iraq. Amend 2008, 257:5 to read as follows:

257:5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before December 1, [2009] 2010.

202:4 Commission to Study Automobile Recycling Issues. Amend 2007, 273:5 and 273:6 to read as follows:

273:5 Report. The commission shall make an interim report of its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the chairperson of the house executive departments and administration committee, the chairperson of the environment and agriculture committee, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2007. The commission shall make a final report of its findings, if any, and recommendations for proposed legislation, if any, to the speaker of the house of representatives, the president of the senate, the chairperson of the house executive departments and administration committee, the chair person of the environment and agriculture committee, the house clerk, the senate clerk, the governor, and the state library on or before November 1, [2008] 2010.

273:6 Repeal. The study commission established in this act relative to automobile recycling issues, is repealed effective November 1, [2008] 2010.

202:5 Commission to Examine Driving While Impaired Education and Intervention Programs. Amend 2008, 256:10, V to read as follows:

V. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, [2008] 2010.

202:6 Task Force to Study the Feasibility of Supplying Laptop Computers to All 7th Grade Children in the State. Amend 2008, 238:5 to read as follows:

238:5 Report. The task force shall submit an interim report detailing its progress to date and any significant findings to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library not later than 6 months after the effective date of this act. The task force shall submit a final report of its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, [2008] 2009.

202:7 Committee to Study the Feasibility of Creating a Preschool Incentive Fund Program. Amend 2008, 284:6 to read as follows:

284:6 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, [2008] 2009.

202:8 Commission to Study the Production and Distribution of Biodiesel in New Hampshire. Amend 2007, 283:5 as amended by 2008, 188:1 to read as follows:

283:5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, [2008] 2009.

202:9 Public Health Improvement Services Council. Amend 2007, 250:6 to read as follows:

250:6 Report. The council shall make an interim report on or before January 1, 2008 and a final report on or before November 1, [2009] 2010 with its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library.

202:10 Commission to Study Issues Related to Stormwater. Amend 2008, 71:5 to read as follows:

71:5 Report. The commission shall make an interim report on or before November 1, [2008] 2009, with a final report of its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, [2009] 2010.

202:11 Commission to Study Issues Relating to Land Development and Land Development Regulation in New Hampshire. Amend 2008, 294:5 to read as follows:

294:5 Report. The commission shall make an interim report on or before November 1, [2008] 2009, with a final report on its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, [2009] 2010.

202:12 Commission to Study Appointing or Contracting With a Fleet Manager for State-Owned Vehicles. Amend 2008, 218:5 to read as follows:

218:5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, [2008] 2010.

202:13 Task Force on Work and Family; Report Date Extended. Amend 2007, 373:6 to read as follows:

373:6 Report. The task force shall submit [an] interim [report] reports of its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the senate president, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2007 and November 1, 2009 and shall submit a final report on or before November 1, [2008] 2010.

202:14 Executive Planning Commission for Special Education. Amend RSA 186-C:21, III to read as follows:

III. The plan shall include, but not be limited to, the identification of persons or agencies responsible, timelines, resources, and any necessary statutory, regulatory, or policy changes. The commission shall provide the plan and any other recommendations the commission deems necessary and appropriate to the general court and the governor by [December 1, 2008] June 1, 2010, and may at any time prior to said date propose any initiatives which may be implemented earlier

202:15 Commission to Develop Alternatives to the Disposal of Medical Sharps in Household Waste. Amend 2008, 259:6 to read as follows:

259:6 Report. The commission shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library in the form of an interim report on or before [April] November 1, 2009 and a final report on or before November 1, 2010.

202:16 Effective Date. This act shall take effect upon its passage.
